1 It is not unadvisedly that I say “underlying.” For in such broad community activities, let us say, as the Public Health movement, the purpose of these endeavors in behalf of community welfare is to discover the diseased process underlying the superficial manifestations. The public hygienist is concerned with the protection of the community against the disordered physiological processes answerable for the outer symptoms of disease. With regard, however, to the activities of our societies for Mental Hygiene, the outer manifestations of disease and the alleged “cause” rest upon the same plane. The symptom and the supposed causation are of one cloth. Contrary to the procedure of the physiological hygienist, the pathogenic incident determining “mental” maladaptations is not sought in the distorted physiological processes lying beneath them. Our programs of behavior-hygiene approach the symptoms of behavior through methods that are as symptomatic or “mental” as the symptoms they approach. So that in speaking of the need to recognize community pathology in the field of behavior, I have not in mind the community’s superficial symptoms as shown in mere mental reactions. I have in mind the underlying somatic disturbances within the social organism that are ultimately answerable for the community’s superficial or mental disorders of adaptation.
